Shanghai Event Approval Reform 2025 – Faster, Simpler

The Shanghai event approval reform introduced in August 2025 created a joint application route for large-scale commercial performances. It combines the relevant performance and public-security approval processes. Event organisers should check whether their proposed activity falls within this route before using its published processing figures for scheduling.

What the Reform Covers

Shanghai’s official explanation gives international performances as an example: the approval period was reduced from 20 to 10 working days, and the application materials from 27 to 13 items. The 2025 annual licensing report, published in March 2026, confirms the reform and describes joint online handling for qualifying large-scale commercial performances.

Check the Event Scope Before Planning

A corporate summit, product launch, exhibition and commercial performance should not automatically be treated as the same application. The published reform figures do not establish a universal filming-permit timeline. Confirm the event category and responsible organiser before building the production schedule around an approval assumption.

The organiser and venue should identify the applicable application route, required documents and contact responsible for submissions. A filming team needs the approved event plan and practical access arrangements. Do not treat a planned application date as confirmation that the event or camera setup has been approved.

Prepare Event Video Coverage

Share the agenda, venue contact, filming dates and intended outputs with the video team. Identify the sessions, speakers, performances and interviews that matter. Confirm camera positions, loading hours, power, audio feeds and access to backstage or restricted areas with the responsible contacts.

Discuss recording, music, performer and distribution permissions with the relevant rights holders before deciding how footage will be used. A highlight film, complete stage recording and live stream have different coverage and delivery requirements. Any aerial filming needs its own feasibility and permissions checks.

Production Coordination in Shanghai

Shoot In China can discuss event camera crew, sound, lighting, local coordination, editing and subtitles according to the brief. Agree the scope, working hours, review stages and delivery deadline. Share any confirmed venue conditions or restrictions so the crew can prepare an appropriate filming plan.

Send the event brief and filming requirements to [email protected]. The organiser remains responsible for confirming the current application requirements with the relevant authorities.
